This bill clarifies the definition of "person" as it relates to Sections 393.700 - 393.770, RSMo, to mean a specified type of entity created under the laws of any state or the United States. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that the bill is necessary to alleviate certain doubts about the legal meaning of "person" and allows joint ventures between municipal utilities and investor-owned utilities in other states.
