Summary of the House Committee Version of the Bill

SB 559 -- JOINT MUNICIPAL UTILITY COMMISSIONS

SPONSOR:  Gibbons (Rector)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Utilities by a vote of 11 to 0.

This bill clarifies the definition of "person" as it relates to
Sections 393.700 - 393.770, RSMo, to mean a specified type of
entity created under the laws of any state or the United States.

FISCAL NOTE:  No impact on state funds in FY 2007, FY 2008, and
FY 2009.

PROPONENTS:  Supporters say that the bill is necessary to
alleviate certain doubts about the legal meaning of "person" and
allows joint ventures between municipal utilities and
investor-owned utilities in other states.

Testifying for the bill was Senator Gibbons.

OPPONENTS:  There was no opposition voiced to the committee.
